If you are building a cheap build you should be using AMD cards as they have better performance-price ratio at the low end, so you can fill that in with an AMD card for better performance, I think maybe a 270X, think they are fairly cheap. Also you really don't need a gold cert on your PSU its only like 5% difference, also for a low end build its either HDD or SSD not both so pick one, probably the HDD not that much performance difference and has much better capacity.
Finally why the hell would you liquid cool it....your overclocking I know but for your budget you would be far better off air cooling it, quieter and better performance, I would recommend a noctua or Phanteks cooler because frankly low end closed loop water cooling is just cheap and nasty
