What's the exact model of the PSU you plan on using? Also even though the 1300X is higher clocked there is a limit to how high Ryzen will go and feel that the 1200 would be a better value. The stock AMD Wraith cooler would be sufficient enough to overclock to at least 3.8ghz and water cooling is not necessary.

I think the Glacier series is manufactured by Andyson which doesn't exactly make good quality units, I'd go with something better.

After MIR it's almost the same price and a much better quality unit.
