It can run games on high, and I prefer windows 7 Your choice really

On a single 1920x1080p monitor, it should run most games on UltraMaxOhWOW, and a very few others on merely High-Ultra.
I also prefer Windows 7, however lack of familiarity with Windows 8 is a [small] part of the reason.

Build is fine.
If you can stand the metro interface,(I can't🙁 ) 8.1 is probably better.
