My budget is tight and I want to build a gaming pc, is this good enough to play most games? (Dota 2, Overwatch, CS:GO, NBA 2k17)

I5 - 4460 PROCESSOR
MSI H81M-P33 S1150 MOTHERBOARD or GIGABYTE GA H81M-DS2 1150 (which is better?)
G.SKILLS RIPJAWS X-RED DDR3 1600MHZ 8GB RAM
INNO3D GTX960 2GB DDR5 128BIT HERCULEEZ X2 OC or INNO3D GTX950 2GB DDR5 128BIT ICHILL ULTRA (if the difference is not too much, i'll go with the lower price which is GTX 950)
COOLER MASTER 450W PSU

PS I'm going to use my current case and hdd so I don't need to buy a new one.

it is. if seasonic is pricy and XFX not available, see if you can pick up a CXM450 / CXM550 by Corsair. those new CXM units are solid and way better than the VS series. However stay away from CX(M)500/430

The gtx960 is way over priced for its ability. You get much better performance from a Rx 470 for the same price. You also might want to look into the upcoming gtx1050ti which should also outperform the 960 yet should be @ $150.

As to the mobo, they are basically the same, the differences between them are mostly cosmetic and aesthetic, but you'll need to look at what exactly they have and decide what board better fits your needs and wants.

Psu will be determined by the gpu, but right now the best budget psu available is the Corsair CX550M which is big enough to handle any gpu in your budget range.

Wait for the 1050 To
Either it will be the best card for your setup or the rx470 will be a bit cheaper than it is now

Cxm550 is a good unit, the cxm450 would suffice as well.
Even better than the CXm is the XFX TS / XFX Pro 450/550 is modular cables aren't that important to you

The price of rx 470 here is much much higher than gtx 950. I changed my build, almost the same, how about this?
I5 4460
ASROCK H8M-VG4 R2.0
GSKILLS 8GB DDR3 1600MHZ
PALIT GTX 950 STORMX DUAL 2GB 128BIT
CORSAIR VS450

I did a research about the psu, is it really that terrible? Many people recommend seasonic but its price is kinda high.

I'll go with seasonic, they do have XFX but the price is higher and they don't sell CXM450 or 550. I'm going to buy seasonic S12 II 520w. It's in tier 2 or three.

I've had 3 m12s, 2 returned on suspicion of faulty fans. Turns out, they have a aggressive fan profile above 75% load, very audible. Known 'issue' across the forums but something to be aware of. I was probably pulling 420/520w

But yes, very solid unit and your power requirements look to be fine.

Hey, sorry I know this thread is kinda old. But I just want to know, how about RX 460? Is it good? Is it better than gtx 950? Or same performance? Need answer asap, thanks.

The rx460 4gb is marginally better than a gtx 950 2gb, the differences being so small (1-5% either way) that for what you'll see on the screen, you'll be looking at possibly 1-3 fps at best. So honestly they are the same. This'll change a little depending on the actual card, you'll find that the top line card like a msi gaming 950 will outperform a low end 460 etc or vice versa. So it comes down to preference of team red or team green. Personally, I'd go with the 950, there's more than a few games that are better optimized for nvidia cards and that includes physX responsibilities vrs amd which relies heavier on the cpu.

Honestly though, the gtx1050 comes in at the same price point as the rx460 (cheaper than the gtx 950 for the most part) and is quite superior to either, usually around 10fps or better with a higher ceiling for settings. This would be my choice at your budget
