I would rather go for the R9 290x for GTA it got 4GB of VRAM while the gtx 960 only got 2GB. (same price)

Not really the same place in my country. 960 gtx is around $300 while the r9 290x is around $470 ( same price as the 970 gtx ).

So i think my best choice is a 960 gtx or maybe a r9 280x ? its 3gb but supports only directx 11.2 and windows 10 is releasing soon with dx 12

But anyway, go for the r9 280x, it will get support for Directx 12.
Every GCN architechture AMD GPU ( HD 7XXX and R7 2XX - R9 2XX) will support DX12 as i heard.
