Is this a good build?

can buy from walmart.com, need to know which one would be better and why, what parts would need upgraded, blah blah. 350-500 budget.

The walmart build has a GT610 gpu which is nearly useless for gaming. Go with the custom build. The 270x is decent.

The Custom build is better. Intel cpus are better for gaming (which I assume you will be doing 😉 Also the R9 270X video card is much better than the walmart one. Of course the walmart build is cheaper but it's not as good as the custom build and by building your own pc the price/performance ratio is always better.
