ive been tweaking a build for a while , my budget is $400 so is this good or bad?

motherboard=ASRock H81M-HDS (LGA1150, H81, DDR3)
cpu=Intel Pentium G3258 3.2Ghz Cache 3MB [Box] Socket LGA 1150 - Haswell Series
HIS Radeon HD R9 270 ICEQ X2 2GB DDR5 BOOST CLOCK
HDD=WDC 160GB SATA2
PSU=Super Flower Active PFC230V 500W 80+
case=DE 330
dvdrw=LG DVDRW 24X SATA
ram=OCPC XTREME DDR3 PC12800 1600Mhz 4GB

Solution
1) CPU:
Pros and cons to a G3258 vs similarly priced 4-core AMD. Depends on game really so you'd have to research "CPU scaling" to determine what's the optimal approach. For example, for Tomb Raider this is probably the best CPU for the money; same for Starcraft 2 (which only uses two cores well). Some MMO's like BF4 in Multiplayer mode probably work better on an X4-860K or similar.

Also depending on how LONG you keep the system the AMD approach might be better (i.e. for DX12 games which are better threaded).

On the other hand, you do have the option of swapping in a better i5/i7 later.

2) R9-270 2GB:
Probably the best you can do for this budget.

3) 160GB HDD??
That's a pretty low size for a hard drive. I'd use pcpartpicker and see...

That's a pretty low size for a hard drive. I'd use pcpartpicker and see what you can get since a 500GB model is roughly $45 or so and 1TB not much more than that.

4) PSU:
No idea on quality of your "Super Flower" but I'd be careful about cheap power supplies.

5) DDR3 memory:
I assume that's one stick which is fine since you only have two slots, though I recommend an IDENTICAL stick later when you can afford it (2x4GB).

Summary:
No glaring issues I can think of aside from HDD and possibly PSU concerns.
