Yes. There's little need to overclock these days. It will help in terms of longevity but not by much. The 4690 is do just fine.

One thing you should change is the 840 EVO to either the 850 EVO or Crucial MX100. The 840 EVOs have some problems with slowing down over time.

Yes, there are few better for gaming. Above that is the unlocked version which allows overclocking, and the i7s which have hyperthreading enabled.
In terms of value, the price leap from the i5 to i7 doesn't bring anywhere near the performance gain you would expect.

Samsung are a great brand, and the fact that they're still releasing firmware is a good sign for the future of the hardware, but there are better value alternatives..

These more recent performance issues and now Samsung’s statement make it clear that the issue is unfortunately not as fixed as Samsung initially thought it would be.

That's just a statement released today. It's not a clear solution. Again, save and sound, EVO 850 or Crucial MX100.
