I have a budget of 500 that i'm trying to get and found this rig on pcpartpicker is it good for price if not what you recommend

For the price it isn't bad. I wouldn't use your two 1GB modules though as the slower speed and timings will do more to lower speeds. It's better to spend a little more on the RAM and just get 16GB now.
