can this rig run games on ultra with playable FPS? My price budget is $1200 so is you have a better rig setup let me know.

I would say:

CPU: AMD FX-8350 (the 9590 overheats and requires watercooling)
Motherboard: Gigabyte GA-990FXA-UD3 (the fxa is more up to date and still has am3+)

All else is good- consider getting the Cooler Master octane keyboard and mouse combo, and CM's cpu cooler - the hyper 212 evo.

No, that build is not good at all for the amount you're spending. The Intel i5 is a better gaming cpu and doesnt require a massive and expensive cooling solution. The PSU is not good and massive overkill. You could easily get a faster system for that kinda money.
