The CX line is a budget line, but the RM series at 650 watts and below(above that are made by a different OEM) are on the same quality tier as the HCG and gold rated and the HCG is $20 more than the PSU he had selected. Definitely go Haswell seeing as how you can get Haswell i5s for less. And if you are not overclocking go with a H97 motherboard.

Why go with Ivy bridge when Haswell is about the same. also avoid VS CX and RM series CORSAIR power supplies, like the plague. a good model in that range is the Antec HCG 620M (620 Watts). Also you cant overclock the CPU with your set up, just to be clear.
 
And a non OC CPU on a OC mobo.
