Is this a good quality psu?

It is a bronze 80 plus certified power supply, so yes, this is good quality and EVGA is a reputable manufacturer. Powering this CPU and graphics card will be fine with this PSU.

since the supernova B2 is tier 2 I'd say this should either tier 2 or 3.. try to find an exact tier 2 or 1 for ur build

That is just the currents persons in charge dislike of FSP units! They are breaking it down into way too many tiers.

it's tier 4 and that's all it matter .. better off getting a tier 1 or 2 for reliability

The problem with the B1 for me is the use of teapo and samxon caps. While they aren't as bad as the capxons used in the CX they still aren't very good. No matter if it was tier 3 or 4 I still wouldn't recommend it. The B2 uses much better Nippon Chemi-Con capacitors.
