Is this a graphics card issue? blank blue screen with white lines. picture in corner.

Good day to you all. I have a strange issue with my wife's computer that I was hoping somebody can help out with. her computer just freezes randomly giving a blue screen, with white lines, and a picture in the corner. I'm a computer a tech and this one puzzles me. I checked her video card's capacitors and they look fine, but maybe it would be something else. memory test came out fine as well. could someone take a look at the photo I attached and provide me with any suggestions. thank you.

It looks like a graphics card issue. Try testing different one, or remove the card and test the onboard, if available.

ill see if I can get ahold of another video card and test. I will report back.
