Is this a Graphics Card Problem?

While playing GTA V, some random boxes appeared that was white, after that it turned green and covered the whole screen, is this a GPU Problem or PSU? maybe RAM?

I got a pic of it since it kept flashing every second, also the same with the white boxes that randomly appeared.

i5 4670k
Corsair Vengeance 1333 MHZ Ram
Palit Jetstream GTX 770
WD Blue 2 TB
Gigabyte Z87 D3HP

It is often a sign that either the gpu of the card is getting too hot, or the memory of the card.
cleaning the card and it`s cooling solution on it by removing any dust buildup should prevent the card from doing the same thing as you were seeing because the air flow of the card will be better.

My Card is 38° on idle, it goes somewhere between 50° - 60° on load using GPU-Z or Palit Thundermaster.

Edit : is that bad?
