[SOLVED] Is this a sign of a broken PSU?

Hi there. Im having a lot of troubles diagnosing what's wrong with my pc (it starts, takes about 5 minutes to give video, and then when i try to install win7, it crashes before the installation begins). Today i tested with the multimeter my PSU connected to the MoBo, the HDD, the dvd writer and one memory stick (4gb). Then, i tested the 12v line and the numbers were:
Starts at 11,30 v
Crashes at 11,70v

I took this pic of the inside of the psu, tomorrow i will open it and take a better look. Does it look like a bad sign?

normal ATX specs call for rated voltage +/- 5% so for 12V the normal range is 11.4-12.6V
the 11.3 is low, the 11.7 is just in spec, but in spec.

the image I assume you mean the glue, that is normal manufacturers sometimes glue parts together to eliminate rattling/loosening/falling during use/shipping.

what is the model and the age of your PSU?
