I am thinking of the following build:

Fractal Design Meshify C
ASUS PRIME A320M-K
AMD Ryzen 9 3900X, Zen 2, 12-core with SMT, 3.8GHz, 4.6GHz Turbo
Noctua NH-D15 Chromax Black - Quiet Performance Air Cooler
32GB (2x16GB) Corsair DDR4 Vengeance LPX - 3200MHz
4GB EVGA GeForce GTX 1650 SUPER SC ULTRA, 1280 Cores, 1755MHz Boost, 12000MHz GDDR6
Corsair TX550M, Semi Modular, 80PLUS Gold - Single GPU
1TB Samsung 970 EVO PLUS, 3500MB/s Read, 3300MB/s Write, 600K IOPS
1TB Seagate ST1000DM010 BarraCuda, 7200rpm, 64MB Cache

I will only be doing software development and data processing on the machine. Are there any cheaper passive graphics cards that could be used instead? I'd like one that is fanless and can drive a 4k monitor. I see a few fanless cards such as Gigabyte NVIDIA GeForce GT 1030 2GB GDDR5 Low Profile Passive Silent.

Do any of the parts not fit well together?

Would there be any benefit in getting the more expensive ASUS PRIME B450M-A motherboard?

Many boards state compatibility with the 3900x/3950x, but its more of a marketing ploy as the boards have inadequate power delivery system and will ultimately result is a throttled cpu.

Skip both of those boards, here's a list of boards, look at the 100A row, and anything with a green check mark is suitable, cross check board you're looking at from there.

The b450 tomahawk max is popular for it's beefy vrm's and adequate cooling.

Pairing a $400+ CPU with the cheapest possible $55 motherboard you can find is a bad idea.

Firstly, that motherboard is far older than the 3900x, so it will require an updated BIOS in order to support the 3900x. Whether or not it has this update depends on how long the board has been sitting on a warehouse/store shelf and when it was manufactured. If it lacks this update, the motherboard will not boot with a 3900x.

Even if it has this update, the motherboard's power delivery is not designed to support a Ryen 9 3900x, and the motherboard may throttle CPU performance to prevent the VRMs from cooking themselves.

An MSI b450 tomahawk max would be a much better choice. It will not need a bios update and it will be able to handle a 3900x far better.

If you do not need any graphics performance, something like a passively cooled GT1030 will work.

Also, would a Fractal Define 7 case be any better than the Meshify C?

I see that the Define 7 has a dust filter on the bottom. Would that cause problems if it sits on carpet? Which brings me to another question... When I get my new PC, should I place it on a stand?
