Seems like this case was obviously designed for atx, but the motherboard has a little ledge it rests on and the psu goes directly under it. There is a mm about of space between the edge of the mobo and the psu shell, but the ledge probably conducts the edge of mobo to psu. Is this normal? Is there anything I can do ? The psu is obviously supposed to be whereit is because the case hasscrew holes coming through the back. I was thinking maybe I can put a thin insulator in between them like electrical tape or something else to be safe? Thanks for any opinions

I would definitely try sticking some electrical tape under it. I don't think you're in any danger with them touching slightly (the important mobo contacts are all on the bottom and not the sides) but it's always better to play it safe when you can!
