Is this bad backlight bleed?

In a used laptop I'm looking at buying. I do need it for art and color sensitive work.

I'm going to say no but pictures always make these things look worse than they are. The different colors in the corners tell me that it's an ips monitor isn't it? You also only see it in dark colors right? It's just a cheap ips panel. People have generalized monitors far too often citing ips is better for color when it's not. A tn will equal these budget ips panels except with viewing angles and the negative of bad ips glow ruining dark colors.
