Is this budget pc good enough to run most games at 720p 40-60fps?

I'm probably going to be playing games like: The Witcher 3, L4D2, GTA5, Overwatch, and Skyrim.
Ultra settings are not a necessity, but I was just wondering if this build would be good enough to run games such as these at a good frame rate. (I mainly put Witcher in the list because I assume that if it can run that with good performance, it can run just about anything else I'll need to at a nice frame rate).

Yes it is. More than adequate for gaming at 1080p at max settings, actually. I had the similar G4620 in a budget build for awhile. That's not like any Pentium I ever used in the past. I was able to max out settings in all of my games with it and a GTX 1060 3GB.
One thing I might add, tho. The 450W PSU is barely enough... marginal. 500W is usually the recommended minimum size for that gfx card.
Here's an example of a 500W+ PSU that would be in the same price range if you don't mind non-modular: https://www.newegg.com/Product/Product.aspx?Item=N82E16817151093&cm_re=seasonic_520w-_-17-151-093-_-Product
