I'm building a pc and I want to know if this build could run most games at 1080p 144hz

CPU: i5 8400
MOBO: Gigabyte z370p D3
CPU Cooler: Hyper 212 EVO
Graphics Card: ZOTAC gtx 1070 mini or EVGA gtx 1070ti SC GAMIMG ACX 3.0
SSD: ADATA SU700 120gb 3D-NAND 2.5
Hard Drive: WD Blue 1TB
PSU: EVGA 550w B3 80 bronze
Case: Phanteks Eclipse p400 tempered glass
Monitor: ASUS VG248qe

Solution
It will do just fine. In fact, with GTX 1070 (Ti), you're looking ultra settings @ 1440p, so 1080p is a breeze.

Though, Hyper 212 Evo isn't needed at all since the stock Intel CPU cooler included with the CPU is more than enough to cool your CPU.

Solution
Yup.

If you want some advice, increase that SSD size otherwise it will fill quite quickly if you are putting games and the OS on it.

Change that PSU for a better quality one.

This would be good:
