will this run all the latest games on good settings?
if not what needs an uppgrade?
(i know i dont need 16 ram)
do i need a beter cpu?
are thoes 2 graphics cards ok?

PSU is overkill; monstrous overkill. I would get a better CPU. The GPU is overkill and it would be worth more to get a single GTX 980 ti. Have you already got this build? If not what is your budget?

pretty much wondering if i need to get a new better cpu and witch one do you recommend is best with this build?

Quad gpu is not a good thing.
There is diminishing returns after two, plus you will be prone to stuttering, tearing and inconsistent gameplay.
You will win some synthetic benchmark competitions.

Liquid cooling is useless for a non overclocked cpu.

The cards are crazy power needful, the 1200w psu is about right for cf 7990

ok this is how it is all thoes parts i have (i did not buy them) im going to build a pc i have thoes parts and a case but what to i need to uppgrade/replace for it to be a good build?

You could use those parts as is.
But, I would try to sell the two 7990 cards, they fetch $250 used.
Use the proceeds for a GTX970 or even GTX980.
If you are using anything less than a 4k monitor, you will have plenty of graphics power.
