Is This Computer Safe to Buy?

Hello everyone, I'm new to this forum so please excuse any mistakes I make. I heard this was the best forum for computer related questions so i decided to post here. I found an advertisement for a gaming computer that someone is selling and I was wondering if it is safe to buy? Here are the specs:

Case - Cooler Master CM 690 ll

Motherboard - Gigabyte GA-H87-D3H

Processor - i5 4570 3.2ghz Quad Core

Graphics Card - Asus GTX 760 2GB Direct CU ll

Storage - 2TB Seagate Barracuda 7200rpm 64mb cache HDD

Memory - 8GB 2x4 Corsair Vengeance Pro DDR3 1600Mhz

Power supply - XFX PRO650W, 650W 80+ bronze semi modular

Optical drive - writemaster DVD drive

Monitor - Asus VE228H 21.5" 1920x1080 monitor

Buyer is asking for $700 for it all and said they will throw in the Thermaltake Commander keyboard and Razor mouse if i'm a serious buyer and keep it $700 total.

hmm drop it a bit more that 760 is a bit stronger than onboard 6then intel chip graphics.

7000 is a bit too much (about that keyboard and mouse don't worry)

typo ... anyways its up to you , i wouldn't pay it.

$700 for that whole thing? IMO you can get a better build that's cheaper and new.

You can get a cheaper case + you can switch the 1060 for an RX 480 4gb if you want to save another $50.

$700 is WAY too much. The parts are already a couple of generations old. I can build a new comparable PC for almost the same price. Look here:

With that said, I'd pay up to $450 MAX.
