Is this CPU Bottlenecking?

I have a Gtx 970 and I'm using my old cpu which is a dual core amd Phenom 2x 511 processor

In my Games for example: Fallout 4 I get 30-40fps and both cores of the cpu are at 100% while the gpu is at 50%

Is my cpu bottleneking my Gpu? If it is, could it cause any damage to my Gpu or cpu and what Cpu should I buy to replace it?
 
Solution
Since you're only seeing ~50% GPU utilization, your framerates would be twice as high with a faster CPU. On the other hand, you can probably crank up graphical settings with your current setup and see absolutely no reduction in framerate.


that cpu will bottleneck that gpu for sure

Solution
My son had a Phenom II X4 955 (quad core) and his 770GTX was bottlenecked. When he upgraded to his new platform (i5 4460), his framerates improved dramatically. So you will definitely be bottlenecking. The classic sign is CPU usage high and GPU usage less than ~100%.
