After having someone build my computer physically.

One week later, I heard some light noticeable noise for the first time in my tower then I rebooted my computer and I get:

Followed with BIOS accessibility:

Would this mean the CPU or Motherboard is a defective unit?
Does each part optimally support each other, is there a incompatibly issue?
Is this due to lack of build by the tech guy, defectiveness , lack of thermal paste/too much paste, lack of CPU temp adjustment?

How can I fix this and better yet how can I prevent this from occurring ever again?

Usually it's "Delete" key, but can be F1 also.
CPU temperature is visible in your 1st post second screen photo (under label "CPU Temperature").

Also, computer is still in my room and nothing electronically was done after the original cooler was built in and it ran silently though. Could it be the lack of mount or alignment on the motherboard ?

Everything looks good there. Cpu temperatures range from 29C to 32C (depending on core).

Well I can tell you right now lol the first cooler pro, I didnt hear nothing! now this unit is noticeably loud. Here is a 15 vid of when it starts up.

Also, there was no BIOS adjustments on the first cooler pro and it was quiet, why do this unit is loud and I need to alter the settings?

Sorry man I didnt mean to come off rude. I was just asking where in the BIOS i can reduce the fan noise.

And I didnt change any settings, would you want me to take a video of whats connected with the new cpu cooler installed?

In your second photo - there is Qfan control button.
Press it and you'll be able to set fan profile.
Consult your motherboard user manual pages 3-7 and 3-8.
