Windows 10 Home - 64-bit - OEM

After having someone build my computer physically.

One week later, I heard some light noticeable noise for the first time in my tower then I rebooted my computer and I get:

Would this mean the CPU or Motherboard is a defective unit?
Does each part optimally support each other, is there a incompatibly issue?
Is this due to lack of build by the tech guy, defectiveness , lack of thermal paste/too much paste, lack of CPU temp adjustment?

How can I fix this and better yet how can I prevent this from occurring ever again?

Also, computer is still in my room and nothing electronically was done after the original cooler was built in and it ran silently though. Could it be the lack of mount or alignment on the motherboard ?
 


What should I configure?

Also, there was no BIOS adjustments on the first cooler pro and it was quiet, why do this unit is loud and I need to alter the settings?
 


Sorry man I didnt mean to come off rude. I was just asking where in the BIOS i can reduce the fan noise.

And I didnt change any settings, would you want me to take a video of whats connected with the new cpu cooler installed?
