Is this cpu overheating?

I've bought Intel Xeon 3450 yesterday and it works well, tho i've heard from friends that Xeons overheat, so i downloaded OHM and this is the temps that i get while playing csgo:

Is that bad?

It's hot but not overheating, if it was then the system would shut down. If the CPU cooler is properly installed with the correct amount of thermal paste and your still getting these temps then I would consider a budget aftermarket CPU cooler.

Depending what will fit in your case these two are a good choice and I'm pretty sure they'll fit that socket.

Problem is im from a country that they don't really ship into and if they do shipping would cost me more than the cooler itself, i was looking in local store website and i found this cooler, http://www.coolermaster.com/cooling/cpu-air-cooler/hyper-tx3-evo/ ,is that one good and would it fit?

Yup that would fit your current socket and should be a improvement over the stock Intel cooler.

Could i possibly overclock this cpu a little bit with that cooler? Don't want to go greedy but if i can why not.

I don't think you could overclock it however even if you did the performance increase would be minimal and IMHO not worth it. I'd be more focused on lowering that temp at least under 75C.
