Is this enough money for pc gaming?

My friend is looking to get into PC gaming.But he doesn't understand how much he costs.His budget is 250!I told him to forget about it, and just stick to his console.This makes no sense why his budget is 250 dollars since he was able to buy a console with 4 games on it's release, which was about 700 dollars in all.So I guess my question is, what is a good budget for 1080p gaming with 40-45 fps on medium-high settings.

Nikoli's intro level build is pretty much spot on. Though it may not be able to match current gen console fps rates with newer grades due to CPU architecture.
if he wants to start up strong in pc gaming with easy upgrade paths then a starting budget of $600 is recommended so you dont waste money in the future when you want to upgrade.
 


I imagine it will perform better on most games. My friend is playing BF4 with an Intel Core 2 Quad. And the GPU in this is better than what is in the PS4.
