[SOLVED] Is this fan speed normal for idle mode?

My PC CPU fan had abnormal sound (probably works fast) and I decided use SpeedFan to monitor Fan's speed in RPM and CPU's temperature in centigrade.

Look this picture:

This information is for idle time, when I don't have any heavy process...
I've also checked the BIOS setting for fan configuration, but fan speed has set on the Standard mode !
As it seems, CPU is cold and 26'c is not much, but is 2842 RPM normal for this temp?

CPU Core i3 8100
Motherboard ASUS H310M-C R 2.0
CPU Cooler is default Intel Cooler

Solution
so the range on the fan is 124rpm, between minimum and max... thats a little restricted. the 2500 rpm I found was from 5 years ago, its possible they faster now but the range also should go slower.

is it always loud? is it same in bios?

how long has it been loud?
normal reason for loud fans is dust but yours is clearly running fast. I can't normally hear my AIO fans as they run below 900rpm but once they hit 2k its hard to ignore them.

if its only recently started, you might need to get a new heasink to replace it, it could be the sensor on teh cooler is messed up.
here is a list, you wouldn't need a water cooler on an I3 so its funny they are listed - https://pcpartpicker.com/products/cpu-cooler/?compatible_with=YqKhP6
range of the intel CPU cooler is 800 to 2500 which makes me wonder about speedfans accuracy

you might want to check it with https://www.hwinfo.com/download/

if its loud, it might be close to true..
it shouldn't be running max speed all the time though.
does bios show what speed the fan is running at?
Do you use AI Suite to control fans?

Yes, also I have used ai suite 3 to monitor temp and speed. Please look these photos:

I think it's a fake Intel Cooler?!?!?!
By considering the photo, Controllable Range is N/A but this is a 4 pin fan and also has blue wire to control PWM signal, but doesn't work...
By the way, BIOS doesn't detect PWM and there is no difference when I change it to Silent or any other modes...
But I've another question, does fan with max speed hurt motherboard, cpu or even power? or just hurts itself?

No, I don't think it means that. It means the fans' RPM rating can be + or - 10% which is 124RPM in this case. This is pretty normal for fans I think.

Thanks, but range is disabled... how can handle range?
I thought there is a problem with PWM wire or probably it's a fake fan?
Have you ever seen 4 pin fan without PWM and range?
