Is this fan speed normal? Please take a look at this video:

It is constantly spinning like that no matter what it does. QFanControl does not really make a difference.

its hard to tell fan speed just by listening or looking

what fan is it? case fan or CPU or what?

if its a 3 pin fan it might always run at same speed, depends if its attached to motherboard or not. if its running off the PSU it is always the same speed.
