Solution
If you're undervolting, Its perfect for long time usage and safe. As long as its stable with your chosen clock speeds and settings.
As what Kreploon9 said, the 6000 series and 7000 series are similar. And sometimes the 7900XTX will not use its told voltage until something intense such as 4k gaming. I have yet to see my 7900 XTX hit 1030-1150. Try a few different benchmark methods to ensure stability.

Low end PSU but it should be fine for your build.

As for the undervolt, tax the system with benchmarking app's. Then tax the system with games you play on a regular basis. If the system is stable, then your undervolts are good to go. You could go one step further with your card by swapping the thermal paste and pads for something higher in quality.

test it with furmark2 for 3 hour and its fine, max hotspot at 82c but avarage at 80c with 80% max fan

are the pre apply thermal paste and pads are bad from the factory?? its a new gpu and i used it for 8 month, never swapping the paste and pads. are the temps bad?

Looks like everything is fine. These are not exceptional temps.

The pads and paste from the factory can be replaced by better ones but honestly as long as you have temps like these and no stability issues I wouldn’t bother.

Make sure the GPU is actually stable, run games not just 3DMark etc, AMD Radeon cards are bad at stability in actual games but will run 3DMark at stupid low volts.

I know from experience with RX 6800, 6900XT, 7900 XT and the XTX. All the same.

yup, its fine never have crash when running a game

actually it never run on his told voltage "1030v" when playing game, i cheak it with msi afterburner its sit around 1090-1100v. maybe its because i increase the power limit?

Increasing the power limit will def cause voltage to rise as you allow the GPU to pull more power. But temps and power usage look good!
so i test with default power (100w) and the voltage is stuck at 1030v, and the hotspot temp is drop alot from 80c to 63c. but my fps is also dropping,
in cyberpunk benchmark 1080p max setting with fsr quality, avarage drop from 88 -> 73, min 75 -> 64, and max 110 -> 93
