Is this from a shorting gpu?

Specs: i5 7600k cpu, gigabyte Z270X-U mobo, an older PNY 650 ti gpu, crucial 8gig ddr4 ram.

Upgraded my pc, got new mobo, cpu, and ram. Installed the parts, seemed to work fine. Then my pc would have a lot of issues, a memory related blue screen, computer randomly not starting, and occasionally it would start for a second or two, then restart, over and over. Sounded like the psu was dying to me, so I upgraded that. Works great for 5 days, now it keeps restarting every few seconds again just like before. If I remove the ram, it starts up and stays up but gives the no ram beep code. Alright, fair enough. I think maybe something is screwed up with the power switch on the case, so I use a screwdriver to connect the pins and turn on the PC, and it acts no differently, so the power switch isn't the issue. I remove the gpu and now the pc just starts up fine.. Does this sound like my gpu is failing (possibly shorted)? Do these symptoms make sense if it's a failing gpu? Thanks.

Well, if you can set up the computer with the integrated graphics, run stress tests and benchmarks, and nothing happens, then you do the same with the videocard and it has issues then I think that is a clear indication the videocard is the problem. I assume you got a good power supply, not something cheap.

I'd test that card in another system to be sure.
