Is this gaming pc build good ?

Solution
Yes you should read up on all the parts you have picked weather or not this is worth the cost or not as far as I know and I have been doing computers for over 20 years the 970 GPU card is a good buy I have not seen any issues with the card online in person or news wise that would state otherwise. As with anyone company that does make computer parts you will always have a chance to get a dud but 99.9% of the time it don't happen. Also don't put your eggs into a basket that hasn't happen always wait for new hardware IE= CPU GPU BOARDS MEM ECT TO BE OUT 3 TO 6 MONTHS BEFORE BUYING so you can get a ideal what improvments there are and if any issues never never buy brand new off the line products.. Doing so could be costly...
Firstly can it wait about a month? Intel is releasing all new CPUs and you if you buy that you may shoot yourself in the foot in doing so. Also the new CPUs will be called Skylake, I highly suggest you read up on it, and wait for reviews on it, before buying anything.

The skylake cpu is going to be a tad yes only a tad bit faster and will cost a whole lot more for what hes got in pc parkers list also figure in the board and memory will also cost a whole lot more then the system he has now with minimal performance increases stay with the I 5 4690k no need to shell out 200- 300 more dollars for maybe 5 % increase in performance/

In my country 970 is cost about more than 550.I'm willing to spend that much of money but i heard that 970 has a pretty lot of problems,is that true ?

it cost 200 more maybe and you don't know what's going to happen if you buy that new CPU
Is that compatible ? or even run hotter ?
