Is this good pentium budget build?

I'd substitute a better PSU, such as the Antec VP-450. The Corsair "CX" line was built by CWT using some inferior Samxon capacitors that do not like heat and have been cited for early failure.
Otherwise, it looks reasonable. Don't forget drives (HDD/SSD and maybe optical).

If you plan on modern gaming your CPU will be holding you down.
Would be way better with a core i5 but would cost more.

If you're going to be gaming, I would balance it out a little better, with something like the FX 4300 and R7 265. Slightly less GPU power, but the FX-4300 will be better for the newer games, having 4 cores over the Pentium's 2. If you're going to be playing games like BF4 or DayZ, the Pentium will get you more frame rate drops than the 4300 due to only have 2 cores.

I can also get it with i3 4130 and
Msi gtx 750 oc. Does that sound better?

In most games, the Pentium plus GTX660 will perform significantly better than the i3 with a GTX750.

thats what i thought too but some people say that dual core isnt enough
