Is this PC good for gaming

Hello guys
..
i have found a Good liquid cooled PC with i5 . 4gb ram and 1 tb hdd + 600w gaming psu in just 400$ brand new here

if i get GTX 760 and another 4gb stick so is this a good pc in just liquid cooled rig what do you think ??
my resolution is 1080p but on 1600 x 900 playable as i dont see any difference b/w them so is this pc good for 900P gaming ??

As for GPU i have choices of GTX 760 or r9 280x both are same for price but didn't know which should i get as nvidia gpu's are power efficient which i really need as of i have only 600W of PSU from hp idk what amps etc it have so power efficient gpu's are the way for me ..

Then wait and get the GTX 960 thats due out very soon
