I am getting a new Dell since my i3 is weak and 4GB RAM is not good for gaming for me anymore, Is a i5-6400 and 8 GB RAM good for gaming? It is only $ 550 USD and I can not pay anymore then that.

You are missing the most important part, which is the graphics card.

An i5 with no gpu? No that would not be very good for modern gaming.

It may play old or not very demanding games okay. But for most modern somewhat demanding games it will not be very good, likely not all that much better than your old i3 depending on which i3 it was.
