I recently bought a Gaming PC, now my brother is looking to buy one.

He has found this -

Processor
Intel Core I7-2600 3.4GHz

Memory
16GB DDR3

Hard Drive
1TB HDD + 240GB SSD

Graphics Card
Nvidia GT710 2GB

PSU
500W PSU

Operating System
Windows 10 Home

Wi-Fi
New Wi-Fi 150mbps N Dongle Installed

Optical
DVD RW


He does not want to build one, and wants it for GTA, Counter Strike and Minecraft mainly.

I wouldn't call the a gaming PC. The graphics card is woefully inadequate for a game like GTA V, the integrated graphics of the i7 2600 would likely match the power of the GT 710 GPU. I would look for something with a better graphics card.

The AMD system you have has a reasonable video card, but CPU wise is a poor-choice.

Well this is the recommended for an optimal experience:
OS: Windows 8.1 64 Bit, Windows 8 64 Bit, Windows 7 64 Bit Service Pack 1.
Processor: Intel Core i5 3470 @ 3.2GHZ (4 CPUs) / AMD X8 FX-8350 @ 4GHZ (8 CPUs)
Memory: 8GB.
Video Card: NVIDIA GTX 660 2GB / AMD HD7870 2GB.
Sound Card: 100% DirectX 10 compatible.
HDD Space: 65GB.

This would most likely be at 1080p medium-high

Also you have not mentioned your brothers budget..
