Is this processor good for programming on a laptop?

The Processor is Intel Core i3-5005U 4th Gen 2.0Ghz. i'd mainly be using C# and java

yep. I've got an A6 powered notebook that runs Visual Code just fine, and an Lubuntu VM so I can do cross platform C# on them (dotnet core). Works great. Your's is more powerful, I am sure you will be fine.
