Is this PSU and graphics card a good pair?

You are fine to go. XFX is a solid PSU, will more than able to run the entire system. And your CPU will not bottleneck any GPU, don't worry. Just make sure if have enough space inside the cabinet/case to fit the GPU.
Your PSU should handle the R9 280X, but it's still best to follow the manufacturer's requirements to be sure. It says on the website that 750W (or greater) power supply is needed, with one 150W 8-pin and one 75W 6-pin PCI Express power connector. If you still want to keep your current PSU, you may want to double check your total power consumption with the new card you're planning on getting using this PSU calculator:

As for bottleneck, I'm not so sure unless you specify your the CPU in your system. But based on your motherboard, any 2nd gen Core i3 will definitely bottleneck the R9 280X. Meanwhile, a sandy/ivy bridge i5 won't.
