Is this PSU enough?

I have bought a new ACER ATC- 705 pc. I am trying to install my psu ( a inland 650w) and my gpu ( R9 270x) from my other computer to the new Acer computer.
I noticed that when I was switching out the psu's I saw that the stock Acer PSU's raiting were
3.3v of 20
5v of 26
and -12v of 0.8A

But my inland psu's rating are:
3.3v of 15a
5v of 15a
and -12v of 0.3A

What does this mean? Can I use this psu or is it bad? should I invest in a new psu? if so, I need a psu to power both my new PC and my R9 270X gpu. budget is 50$


Edit: Also my inland psu is 12v1 22A 12v1 22A so it was enough to power the r9 270x in the older pc ( which was still on LGA775 and a 10 year old hard drive)

Those voltages and their amp capacities are fine. Those circuits use very little power. The important one for adding a card like the R9-270X is the +12V circuits (rails). 2 x 22A rails should be sufficient, assuming the PSU is of good quality.
