Is this RAM capable of achieving better latency?

The RAM is advertised as 18-22-22-42 which is pretty meh so I was wondering if i'm able to actually achieve a more tighter latency or not?

If not, wouldn't I benefit more from a 3200Mhz with tighter latency such as 14-14-14-34?

That mostly depends on CPU, MB and it's BIOS.

MOBO- Either, ASUS Crosshair VII Hero or ROG STRIX X470 -F GAMING

Quite possible it may run at Cl16. My Kingston can, despite XMP that says CL18. I just set DOCP to 3200 and memory to 3600MHz.
