Thanks for the details!

Your system supports standard (unbuffered) memory only. Registered memory will not work.

Any 2 x8 GB (or 2 x 4 GB) unbuffered dual channel kit from any of the main memory manufacturers will be fine, provided the memory is basically compatible with the system.

Here are some results of compatible memory searches (searching using Dell Inspiron 3647 as system parameters)) -

Crucial

Kingston <- results show individual modules only. But some dual channel kits should also be compatible, but this will require more time to find these compatible kits manually.

it goes up to 16gb is it alright if i used the highest amount bc ive been having ram problems so i thought i could do 16 bc it goes only up to 16

Generally speaking, the more memory installed, the better. This applies especially when using multimedia and graphics programs which often use lots of memory. So 2 x 8 GB would be the best choice.

However! The 2 x 8 GB Crucial memory kit linked is intended for use in servers (or in systems that support registered memory), and will not work unless the motherboard supports registered memory.

What system (CPU and motherboard) is being used here?

my specs are intel core i3 4130 (upgrading to 7100)
stock cooler (also upgrading to corsair h60 Liquid Cooler)
intel motherboard that has wifi card installed and its from an inspiron 3647
gtx gigabyte 1050 oc
350 watt psu

Ram problems, what is going on? Yes you can max out the ram if you wanted.
Though if you having ram issues than but to dimms of 8GB.
