For example, 6400 memory runs at 800mhz right? Does that mean it runs at 800mhz? Or is 800mhz the safe limit it can run up to?

It's the rated speed, it's made for that speed.

It can run at any lower speed, and it could run more than 800MHz, overclocking, easily depending on the RAM.
