Hello, I am gonna buy some pc parts and I asked someone who builds pcs and told me that with those parts,
in 2-3 years I'll need other because they are not compatible for gaming. Will those parts be able to play future games or not?

We can't predict what games will require a few years from now and with those lower end specs even current games will have to have some of the graphic settings tweaked to get a playable FPS.

Not that they aren't compatible, but buying older components today means they will be obsolete sooner.

I can't recommend buying anything below an Intel i5 at this point. AMD Ryzen offers a better alternative for budget builds.
