Question Is this the best boot up time for a HDD?

I have a dell inspiron 620s with the config: 2nd gen core i5, 1 tb 7200 rpm seagate barracuda (Sata-2) and 8 gb ddr3 ram. I have 100% defragmented my 130 gb boot drive, disabled all 3rd party start ups and services including windows aero and windows search and set windows classic theme as my desktop wallpaper.

- Now the time my pc takes to boot up is 50 sec average, while the welcome loading screen appears at around 30 sec.
So, i'm wondering whether this is the fastest boot up time one can expect from a HDD?

I recently installed a software called boot racer which is known to be the best for estimating this, and this is the best result i've got so far

What OS are you running?

What make and model is that 130 GB boot drive?

Have you tried running the manufacturer's diagnostic software on the drive?

Do remember to back up all data before doing so. If there is indeed a pending drive failure then remember that anything you do may cause loss of data.

I"m running Windows 7 64-bit Home Premium
Seagate Barracuda Model No. ST31000524 SATA (from Dell Inspiron 620s)
Currently partitioned into C (130 GB) and D (800 GB)

I actually did a test again and got better result but i don't understand what clean boot and full boot time mean in the software. I'm attaching the screenshots below

Don't have dell diagnostic tool installed as it puts too much load on the system making it terribly slow but everything is working fine i believe,
