Question is this turbo boost or something else

when i play gta v my cpu works at 3.1GHz after 20 minutes it drops to 2.70 how can i make it to work on 3.1 when im gaming

cpu: i5 3330s
gpu: gtx 960 strix
ram: 8gb ddr3 1333mhz

yup that turbo boost. they don't last long.
upgrade to a overclockable system
