Is this what they mean by "Bottlenecking"?

I got a R9 270 for christmas this year, and based on all the research i have done it should be a far better GPU than the GT 630. However i can barely see a difference in game performance?! One game even dropped in FPS (Minecraft) I am almost certain it is due to my CPU, It is a Fm1 A6-3620 @ 2.2ghz (Quad). Is it that this very outdated cpu is holding back my R9 270 from its full potential? And if so, will upgrading to an Am3+ mobo with a FX 6300 @ 3.5 fix this? Please answer all 3 questions: Is this what 'they' mean by Bottlenecking?, IS it due to my CPU? and will getting a 6 core processor @ 3.5 fix this performance issue?

3)Yes, though I would look into an i3 which in most cases will game better than the 6300.
