Is this XP License good for 2 users??

I have a compaq SR1000T here that I will be selling soon. Looking at the COA on the side of the case, it says "Windows XP Professional 1-2CPU". Does this mean that this copy of XP can be licensed to two computers using that same validation key?? I have also provided a picture of the certificate too..

It means that it's valid for a computer that has one or two CPUs, not two computers.
