Is upgrading an i3 4160 to an i5 4440/4590 worth it?

Current specs:
i3 4160
4GB RAM
GTX 950

For gaming

I know the GPU is not good, but they are very expensive in my country so I'm thinking of getting a new processor for now along with 8GB RAM. I can get a new GPU next year. Probably a RX 480 or GTX 1060.

There are two 4th gen i5 processors available here, i5 4440 and i5 4590.
4440 is approximately $230 and 4590 is $250.
eBay prices are about the same when I include the shipping prices so that is not an option. And I don't have enough money to get a new motherboard for Skylaek.

Some games I'll play: GTA 5, Witcher 3, Fallout 4, Batman series, Tomb Raider, CSGO

For gaming its worth it,for your current gpu the i3 is enough,but for gpu's like 480-1060 and above you must have an i5 to use them at 100%.So i say its worth it.

The 4590, it has a higher clock which helps with gaming
