is voltage on g1 gtx 970 locked?

im trying to modify with afterburner or precision x and nothing...how can some websites claim that they increased voltage and do some good overclocks?why i cannot even set 150 on core without game crashing?

don't forget silicone lottery - seems giga has a lot of hit and miss with there cards

and its not like there satisfaction rating is the best ?? heck there 980ti is like 46% ??

by the way its controlled by NVidia under licenses -- this is why there bios mod's you can risk and try to by pass that
