Question Is Windows' Cloud Download option in Reset settings good enough for refurbished pcs?

Hi,
I recently baught a refurbished surface pro. The device booted with an out-of-box experience. Still just for peace of mind I created a bootable drive.
I also found the Cloud Download option in settings, and used it with 'remove all files option' checked. It's complete and seems good and running.

Still, my question is, is Cloud Download as good as clean install using bootable drive ? Especially in case of setting up refurbished products.

Full wipe and reinstall.

Anything else may or may not leave behind whatever the previous users had in there.
