Question Issue setting up second M.2 drive

So I just got a second M.2 drive (SK Hynix gold P.31) I plug it in and try to boot up my PC. Windows won't boot up and my pc freezes on the Bios enter screen (where it tells you to hit F2 or DEL). Normally, that screen would be there for like 2 seconds max when booting up normally but it's just frozen in place. I go to enter bios because I think it might just be my pc getting the boot drives mixed up but I can't enter BIOS at all. When I take the new drive out it boots up in safe mode after restarting a few times and is seemingly normal. Don't really know what to do. Any help would be great. (note this is my second m.2 SSD, first being a Sabrent rocket)

mobo: X570 tuf gaming
cpu: 3600x
gpu: 5700xt

Quick question: if you were to unplug the Sabrent SSD and leave the Hynix one in, are you able to get into the BIOS like normal (regardless of not having an OS on it)?
